Person sent an ARC listed as a HC.I asked for credit back and she said she will return when I ship back the book.Do I have to do that? Will PB have her return the credit?

No, returning unpostables is optional for the receiver.  If you choose to do so, the other member must refund your credit and compensate you for the postage (with a credit, or by mailing stamps, etc) expense first.  From the Help Documents:

  • Remember that the requestor is not required to send a problem book back at his or her expense.   The sender of a problem book does risk losing credit, book and postage; this is the incentive not to send problem books.
    • If you want a problem book back you can provide a stamped, self-addressed envelope to the requestor by snail mail (or you can give the requestor an extra Book Credit to compensate for postage, if both of you agree on that).
    • Refund and postage compensation must be completed first - before the requestor returns the book (= it is not OK to wait to refund credit until getting a problem book back in the mail, or to expect the requestor to send the book back before getting postage compensation as described above).

ETA - ARC's are not postable FIFO under any conditions.  The sender shouldn't be making unreasonable demands on you as the unsuspecting receiver.  If this matter is not resolved to your satisfaction, feel free to forward the matter to TPTB.  They may not take any action, but will at least be aware this member is sending ARC's FIFO.

Even if you do not return the problem book, she MUST return your credit. She cannot hold the credit hostage until you return the book.  If she doesn't return the credit you will mark the problem unresolved.

Did she admit in her PM that she sent an ARC? If so, and she refuses to return the credit, you could also plead your case with the PBS Team and see if they might intervene. In some cases they will.

The fact that she may have received the book FIFO from another PBS member does not 'grandfather' it in as postable.  Instead of passing on a bad swap, she should have RWAP'd, asked for a credit return, and not posted an unpostable back into FIFO...now her PBS account is the one dinged with the RWAP.
