Yes, it's postable as long as it's not a text page and the requestor doesn't have an RC stating she doesn't want a book with flyleaf page gone.

From help docs:

*a signature or note on the flyleaf or inside front or back cover is OKAY*

the sender must have thought it better just to get rid of the page

I think she's saying there's a rectangle cut out of the flyleaf where the name used to be. 

In this case, I'd remove the flyleaf as neatly as I could, then it would be fine.  Leaving it with just a cut out spot would not be postable, IMO, but since the flyleaf is a non-text page, you could neatly remove it and make it postable.

If it's a WL book, you could offer it in the Book Bazaar.  There you could describe the problem ahead of time and see if anyone is interested.
