I'm trying to print a wrapper with DC only & I get this message "We are sorry but Delivery Confirmation is currently not available for this address." Anyone else seeing this or know why I'm getting this message?

It happens sometimes. It's a problem with Endicia the postage provider and not PBS. It usually goes a way after a bit.
