When I click on this option, nothing happens. Except the little button turns blue. Does this button actually do anything?

Not to my knowledge.  I believe it is filled in by the system by default until you click that you received the book.  Think it functions more like a place holder than anything else.

That's too bad, because when I get one of those PBS emails inquiring if I have received a book or no, it would be satisfying to be able to respond, "No, I have NOT received it!"

Well, since if you had received the book you should be clicking on the Received button, a "This book has not been received" button to actually click would be worthless. The book is in a continuous assumed status of "This book has not been received" until you mark it received.

Why then does PBS have a button that does nothing?

I never really thought of it as a button.  It's just a little circle to click to mark the status of a book.  So while it is en route, the circle for "not received yet" will be filled in.  Once you get the book, you click the circle under one of the other choices to change the book status.  So I guess if you think of that whole line as a status bar, it makes a little more sense (at least in my somewhat off-beat brain).
