Today I had a book returned to me because the requestor failed to pick it up at the post office.  Since this book was sent Media Mail I had to pay $2.77 to get the book back.   The rules say to contact the requestor and that if they want the book to request an additional credit.  Personally I dont want to resend the book since they didnt pick it up.  I am already out and additional 2.77  Am I required to reoffer the book to them?  What if I had refused to pay the additional amount and the post office kept it?  Unless its declaired lost in the mail I get nothing and I have already put out 5.54 on this book.

Yes, you are not required to reoffer.  I think you should contact the requestor and/or the PBS-Team via the Contact Us link at the bottom right of this screen so that something can be done about the problem address.

You are not obligated to offer it to the same person, but sometimes its beneficial because you might be able to get an extra credit out of them for the extra postage if you agree to resend it to them. I'd then send the book back out first class with DC so that I got my credit and the book wouldn't need postage again if it came back.
