Do you lose a credit for having one of your requests get ignored? I had to move overseas for a few years, didn't put a long enough vacation hold, and all three accounts are filled with canceled send requests. :<

Did you lose credits?  Do you have any credits?  Did they close your account and you re-opened it?  The credit registry only shows activity for last 6 months so that might not give you much info.

My guess is she means Book, DVD and CD sites. 

If you had no signs of activity, no log-ins, timed out requests, unanswered messages, etc.., they probably closed all your accounts.  You might be able to get your credits back if you contact TPTB. Can't hurt to ask. 

People log in over other countries all the time to ask if they can trade here.  So unless you were in some remote area with no internet, you could have extended your hold times.  But obviously you didn't for whatever reason. I would contact the different sites and ask if there's anything that can be done.

You say you were gone for "years", which sounds like the accounts may have been inactive for a very long time? Per the Terms of Use:

Dormant Accounts 
An account may be deemed "dormant" when no items have been ordered, shipped, or purchased within any 1 year period. Dormant accounts may be closed and any accumulated Book Credits forfeited without compensation to the account holder.

What Melanie said.  If your credits are missing, it's more likely due to the dormant account issue than missed transactions. PBS does not fine or remove credits for missing transactions. A fine point tho, because the missed transactions probably lead the an account review that resulted in a 'Dormant Account' designation.

Ok. Thanks for the info, everyone. It explains a lot. I did have access to internet, but I was very busy most of the time. I was stationed at a USAF base. I was most active on the CD site, so it was surprising to see 0 credits there. I'll try talking to them and see if there's anything they can do.
