OK I have my new postal rate chart for May 11, 2009, but I can't seem to locate anywhere, if the DC/PBS fees are going up as well. Anyone?

I would expect that PBS will keep the same fees they always charged, but the actual postage costs will reflect the postal rate increase.

But it would also be a good idea to see what TPTB say in the next newsletter, or possibly the May newsletter.

Well I thought I had actually read somewhere here or in the newsletter that they were increasing. I double checked the past 2 newsletters and didn't find anything and nothing in the Help Center or Label page when you get ready to print. Maybe I dreamed it!  =D

PBS may well increase their fees when the postage rates increase (note that I'm differentiating here between the actual postage cost and the surcharge PBS adds to cover their costs), but I think that will depend on if their costs also increase.  I believe, but I'm not sure, that PBS postage is actually purchased through Edicia.com, and if they increase their charges then PBS would probably increase to match that.

Of course, until PBS actually makes an announcement about it this is pure speculation on my part.

DC is going up by a penny, to 19 cents for online DC.  I haven't seen anything about PBS fees changing.
