A few weeks ago I had a book marked damaged by USPS, no PM or details.  It is still listed as unresolved.  Is it up to me to contact the receiver and ask if the packaging (bubble mailer) was a problem?  I don't mind giving a refund if deserved, but how do I know?  I can?t tell if they consider this a done deal and fair, or if they are waiting for me to make a move.  Is there anyway I can find out what they said to PBS when it was received?

If the book was damaged by USPS, you are not required to refund the credit. There are some situations where the sender loses and some where the requestor loses, damaged by USPS is one where the requestor loses.

The requestor is not required to mark the problem resolved. Damaged by USPS is not something that the sender did wrong, so don't worry about having this on your record.

If you are curious about what happened, then sending a PM is the best way to find out.
