I'm a little confused.  Since the postal rates went up on media mail, when I print out the label with DC is shows $0.00 for delivery confirmation instead of $0.19 like it used to.  But the post office still charges me the 19 cents.  ???

It's my understanding that:

if you use DC only you'll be charged $.27 here at PBS and $.19 at the Post Office - at least that's what I'm being charged.

If you use PBS Postage and DC, you'll be charged whatever PBS charges, but you won't be charged the $.19 at the PO.

What Pat said. 

I use PBS e-DC and purchase counter postage.  Today was my first since the rate increase, and looking at my receipt it shows the postage and as usual the .19 for DC.

The DC is now free on First Class mail if you use printed postage.  But there is a charge for Media Rate. 

Is this only for the printable postage or does it apply to the printed eDC?

Only the e-DC with printed postage is free Emily.  The e-DC with counter postage (like I prefer) or other types of postage still has the .19 USPS fee.

PayPal still charges the .19 for media mail but not on first class

I dont know the link but from what I recall basically $3.02 PBS paid postage and $3.01 with DC.  When the post office prices went up PBS changed its rates a little bit.  This was discussed right after we got our newsletter so about a month ago.

It appears the labels for DC only are not matching up to what the new postal policy is. Please send in feedback about your experience. Some of the documentation said FC included free DC, some documents just said it was free with no reference to class, but it is clear from the labels saying 0.00 and the POs charging 0.19 anyway that something isn't right yet with the Media Mail situation. Maybe it is something they are still trying to clear up, but it appears right now that the new postal rate are:

PBS full printed postage - DC free on all classes

PBS DC only - DC free on First Class, additional 0.19 posage on Media Mail
