Lately I have been using PBS postage with DC almost exclusively, and just popping the books into my mailbox for carrier pick-up. Most of the time (not always), there is an "Enroute" scan that shows up a day or two after it gets picked up, once it hits the local mail hub. (Although I do have one carrier that actually gives them an "Acceptance" scan when she removes them from my mailbox- but that's rare.) They always give the books delivered into my box that final scan, which later shows up on the transaction archive as "Delivered" (which is kind of the whole point of DC!)

I mail out a lot of books for swap games, and within the last month and a half or so, I have noticed a disturbing trend on my books that have been sent out. The last scans that show up for them say "Arrival at unit" or "Out for delivery", but I have yet to see one that says "Delivered" (even though I know through game postings and book acceptances that they've actually been received.) 

I guess I'm just concerned because the whole point of the DC is to show the actual "Delivered" scan. It could pose a problem if there was ever a dispute about the actual receipt of a book. Has anyone else noticed this? I was beginning to wonder if there's a mislabeling or some strange communication going on between the PBS postage and the USPS. I'm sure it can't only be just my books-lol.

(ETA: The last of the books I sent out that actually shows a final "Delivered" scan on it is from back in April (and I've sent out lots since then!) The one that just arrived to me a few days ago says "Delivered".)

Yes, I have noticed this for the past 2 months, too.  I also wonder what it means.  So far, all of my books have been marked received, but sometimes there is a long delay between "out for delivery" and acknowledgement of the book here.

--Sorry, I'm having trouble with this website today.  I should add that this is not happening all of the time, just more often than expected without "delivered".

Of my last dozen book mailed (approx 5 weeks worth), 11 were scanned 'Delivered' and the 12th was scanned " Delivery Status Not Updated - ROSWELL, GA " but was logged in as received.

I use PBS DC and counter postage, and mine appear to be receiving the usual scans.  Although, I  have noticed fewer scans on the mailing end of the trip vs. the receiving end of the trip.

I have had 3 books go missing when using this postage in the last 3 weeks and all of them have not shown up as delivered and 2 of them have shown "out for delivery" but not ever scanned as delivered. One I actually know was lost (the post office machine ripped open the polybag mailer and lost the book) but the others seem to have been lost between out for delivery and delivery.

 

Also you cannot check the USPS online tracking with the PBS postage tracking numbers because it says it cannot be checked online (if you copy and paste the number into their tracking thing) which is just weird. I guess I am going to have to start going in and paying at the post office because I hate paying for tracking and then not being able to properly track it. USPS is always dropping the ball.

Alicia, I think the book credit is still protected with PBS postage, even if the tracking procedure has changed, so I'm not going to switch to USPS tracking.

I just checked - In May and June, I sent 30 book packages.  Only 2 were scanned as Delivered; all of the rest were Arrival/Processed/Out for Delivery.  After the last scan, only 5 had long delays (1-2 weeks) to be marked received.

Alicia is correct about not tracking PBS postage through the regular USPS page, but PBS has arranged an alternate here.  PBS credit is still guaranteed...for PBS postage users when they click the book as mailed, and PBS DC only when the book picks up an acceptance or enroute scan (PBS DC only can still be tracked via USPS).

this really sounds more like a software issue than a real issue of carriers not scanning packages delivered. 

right now there is a big push to scan all packages, and a supervisor/manager has to run a report at the end of the day that will show any packages that got an "arrival at unit" scan and not a "delivered" scan and then contact the carrier to find out why and get it corrected the same day.

Of my last dozen mailed books, all but one has received a 'delivered' scan.  The other one had something odd I don't remember just now.

Of my last dozen books mailed about a month worth.  I have only 1 get scanned "Delivered" there is one "Enroute" and the rest all say "Out for Delivery" and all have been marked received.  I've been getting the Out for Delivery a lot lately, and I'm with Debbie its a little concerning.

Still no "Delivered" scans on any of the numbers that start with 9452. (Media Mail) Only getting those "Out for delivery" scans. How is that proof of delivery?

Even more disturbing... the PBS postage paid First Class shipments that start with 9400 aren't even showing up anywhere now. I sent one several days ago that still isn't showing up on either the PBS system, or on the USPS tracking website.  I have one coming to me from across the country that was sent several days ago as well- no record of that one either. If the PBS postage system isn't allowing for tracking on the first class packages anymore (since it wasn't working for the media mail either, and you have to "track" them through the PBS website) than what good is using it for DC? At least the media mail ones show up through PBS eventually. What happened to first class mail?

(ETA: Wow- the first scan on that first class book just showed up this morning- 4 days later! It still hasn't arrived yet! I thought first class mail was supposed to arrive within 2-3 days?)

All of my books coming or going just get the "out for delivery" scan. They used to get "delivered" so I am not sure why they stopped that.

I think the 9452 numbers means that someone didn't pay for tracking, and they won't show a delivered scan. My media mail that I chose _not_ to pay for tracking (via my shipping software) got a 9452 number.

I sent a box of books via media mail to my sister and did pay for tracking (online) and it starts with 9449, same with another box I sent to Books for Keeps. They both tracked fine. But I sent three books media mail and did not pay for tracking, they were 9452 numbers and did not show the delivery scan. They actually didn't show up on the USPS website at all, only in my shipping software. 

So my money says the PBS system is screwing up and not actually purchasing the DC from USPS, and just giving you the internal tracking number. And that's why it's not tracking through the USPS website either.

The first class DC with 9400 numbers should still be working, that sounds like the normal USPS slowness/wonkiness. I run a Facebook group about shipping and lots of people are having problems with packages whose scans are not updating promptly.

Ugh I've been hit by this now... a book coming in to me scanned in at my post office two weeks ago. I haven't seen it. It's possible that one of the kids grabbed the package and it is hiding in my house somewhere. Or it's possible it is hiding at my post office. I don't know because PBS is purchasing the wrong postage from Endicia and no one is getting delivery scans on media mail anymore...

First, it should make no difference to you as the recipient whether or not the sender used DC. It is your responsibility to make sure that your kids do not grab your incoming books and hide them in your house! It's unfair to the senders who don't use DC and would simply lose out on their credit if you don't mark the book received. Also, reliable mail delivery service is a pre-requisite for membership here, so if your mail is being mishandled by family members before it reaches you, then your account is at risk of suspension.

Secondly, since you do have a DC number, and since the USPS is entirely capable of looking up where that package is (even if they don't want to provide services to the consumer to allow her to look it up online), you can call or visit your local Post Office and ask them for help tracking this package.

Thirdly, PBS has a direct contract with USPS for the Delivery Confirmation Only service. Endicia only provides the printable postage service. Are you sure your package was sent with printable postage from Endicia vs an eDC barcode that came directly from USPS? In order to use either printable postage or eDC, extensive testing with USPS and the postage vendor is required before they approve you (I have developed similar software in the past, so I'm fairly familiar with Pub 91 and the certification process.) If you believe that USPS issued their approvals in error and PBS is committing some sort of fraud, which seems to be what you're implying in your previous posts, then the correct thing to do would be to report them to the USPIS.

I think for whatever reason that Endicia is selling the wrong postage to PBS. I don't think that PBS is willingly trying to defraud customers, but that is what is happening. The wrong postage is being purchased. 

I'm not talking about the issues with the DC-only sales, I am talking about issues with customers who pay for media mail + tracking via PBS. That runs through Endicia. It's not fair to the customers, who are already paying inflated prices because of PBS's fees, to not get the delivered scans because of this issue. Yes, they get their credit immediately because they are purchasing through PBS, so some would consider it a non-issue, but I personally consider it an issue. 

Customers who purchase media mail postage through PBS are expecting to receive full tracking and are not getting what they pay for. Endicia is generating the tracking numbers for Media Mail with NO tracking. Yes, it still tracks via the PBS website, but they are ALL missing the delivery scans because the WRONG postage is being generated by Endicia. 

And fortunately, I found the book last night. It just would have been helpful to know for sure if it was at my PO or not.

I use PBS-DC exclusively.  Mailed a book using PBS-DC on Nov. 4 and nowhere do I find any shipping details that indicate the book has been scanned at ANY postal facility.  Using the link Denise provided, the shipping info says "out for delivery, La Jolla, CA, Nov. 10."    Shipping details on all the books I  mail now  say "out for delivery" and never say they were actually delivered.  I have recently sent a pm to a requestor of 2 books that were shown "out for delivery" on Nov. 3 (twelve days ago) to ask if she has actually received them.  Hopefully she has received them and will then mark them received so that those two books will be gone from my "books I've mailed" page.
