Has PBS changed the rules? We can offer ARCs now?

I read on one of these boards, I think it might have been the Book Bazaar, that ARC's cannot be posted to your bookshelf, but ARC's can be offered as a deal or sender may ask for a credit. If that's incorrect please let me know.
