The premise is interesting--Hawaii just before WW2 from the perspective of a military family. Because the reader knows what will ultimately happen, the author is able to create a sense of urgency through history, not his characters. I did not like the ho-hum sexual attraction between the married commander and a base widow; it detracted from the author's theme.
