I received an alert that a WL book was being offered to me, I accepted, took a look at the member's profile and saw they had joined PBS just a few days previously.  Which, with all the press recently, has caused a few of my WL offers to time out, so I wasn't super positive the trade would pan out.  I quickly received a PM from the member saying that her mother had used the book in a college course, and that a couple of paragraphs in the introduction were highlighted, and wanted to make sure that was okay with me.  It was, she sent the book and I received it a few days later, and it was exactly as described.

Thus shaming me for my new member prejudice!  Here was a person who did everything right.

(of course, maybe the question should be that if someone who has been a PBS member for, like, three days can figure out the rules, why do some people who have been on the site for years seemingly have so much difficulty with same)

I hear you! I have gotten so that I don't "check out" people who are either ordering my books or sending them...I let each trade go on its own merit and let the chips fall where they may--it's too easy to make those 'new people' generalizations or think you're "safe" because the book is being sent by a long-time member. Especially when I should know better, since most of the very few RWAP transactions I've had were actually people who had been here 1+ years and should know better than to post ARCs, post a book by the title and not ISBN, or tape the wrapper to the book cover with duct tape! (Yeah....)

I find the less I bother with PBS and the simpler I keep it, the better and smoother things go. :)

I'm not sure that those who have been here for years don't understand the rules.  I'ts probably more likely that they understand the rules, they just don't care to follow them.  Any time you have a large group of people, there are bound to be some who don't feel bound by the rules governing the group.

I've had a similar experience recently. I was offered a wishlist book from a brand new member, which usually gets me cautiously optimistic because I know how often people join only to be overwhelmed by wishlist requests. Not only did I receive my copy of Ina May's Guide to Childbirth in FOUR DAYS, but it was a trade paperback copy in brand new condition.
