Lasker admits Filipinos and other foreigners are hired because they will accept lower wages (58), in this example entire crews being replaced by Filipino mariners. But Lasker claims other workers are not displaced but their willingness to take lower wages and working conditions make it possible to convert hay fields into other production.
The work would otherwise be done by Mexicans and if they weren't present, by Negroes (41-42), he says.
