Is a flyleaf page in a book always blank? I have a book thats first page is a page with "praise" for the book. Would that be considered a flyleaf page?

If there is writing on this page is it unpostable? Even if it's in pencil and can be erased?

That page is not considered text and therefore it can have writing on it or even be missing (Many libraries when discarding a book will remove that page) and it is still postable.
