Does PBS have a forum where readers can post foreign language phrases and get translations? I tried some online translators but the results are disappointing and often don't make much sense. I am reading a book that has quite a few French phrases and it bugs me not to know what they mean.

Try posting in CMT - it gets the most traffic. There are plenty of members there who are fluent in other languages or will search for you if you ask for help.

You might also try the appropriate genre forum, for example, if it is a science fiction novel, ask in sci fi, to find others who might be familiar with your book.
