Actually two novels: "Humility Garden" and "Delta City".
From the dust jacket: "Saltsiders like Humility Garden didn't question the will of the gods. A traveling flamen, blinded by salt crystals and gifted with holy vision, had chosen her beloved Beau to be a ghost--a perfect statue of himself for the deities' enjoyment. What did it matter that he yearned to be a simple farmer, or that Humi would be lost without him? Their lives would have to change. But all the world was changing; the Divine Balance had shifted.
Permitted to join Beau on the journey to Delta City, where gods and nobles dwelled, Humility was shocked to learn that the old ways were dying. Prophecies and miracles were giving way to injustice and misery. Words of piety were drowned out by calls for rebellion. And Humility found herself at the heart of the upheaval. For she fell in love with a god--and discovered that his kind were not divine beings but ruthless creatures of flesh and blood, power and whim."
