It's 2 novels by Charles Grant in one book, based on the X files, one novel is Goblin, the other is Whirlwind.

I can't remember a lot about these two stories as it has been ages since I have read them but I do remember one of them being strange to me in the sense that Mulder and Scully's personalities seemed switched. Scully seemed more the believer while Mulder was filled with doubts. All in all, a good read for X-files fans.
