All, this is true whether the sermon was spoken in 1906, '26, or '46 - or since 1951 when the heavier responsibility of the Presidency of the Church was placed upon him.
This work was proposed and planned by Dr. John A. Widtsoe of the Council of the Twelve. He took an earnest interest in it before his death, and the completion of it was close to his heart.
