We left Chuck Simon in the last book heading for New York to find Haven, rumored to be what the name implies for psionics. Instead, Alex Romanova, the Russian agent that Chuck gave his super-car to, finds him a wandering derelict in the streets of New York, his memory and dog gone, but his psionic powers evidently still intact. As Alex tries to help Chuck regain his memory, they are unaware that an old enemy has been resurrected into a cyborg body, and is out to get his revenge on Chuck once and for all.

This is the last installment of the series, although it is open-ended as if the author planned to write more. He must have been hoping to turn it into a TV series, because each volume has been written for the format. Either he got tired of it, or ran out of ideas, as each book seems to up the ante and get more and more incredible. Still, an enjoyable piece of mindless entertainment as long as you don't expect more from it than it is.
