This is a delightfully exciting legal thriller. It represents the worst nightmare under a new international treaty against torture. The treaty allows any signatory to send an arrest warrant for torture to any other signatory country. The receiving country is required, if the "i's" have been dotted and the "t's" crossed, to issue it's own arrest warrant and to arrest the accused and extradite him to the original country for trial. While the purpose of the treaty to prevent this type of criminal from hiding anywhere in the world is laudable, it does create some concerning possibilities.

Here, the fictional current dictator of Peru has arranged for an arrest warrant for a former President of the USA. The former President is chased across the Mediterranean, helped by an American airline pilot, a tour group of American World War II veterans, a US military base, and numerous lawyers and barristers to finally face a hearing in the Republic of Ireland. I was on the edge of my seat for every minute.
