He was an official at the National Institutes of Health (NIH) and the U.S. Food and Drug Administration (FDA) from 1977 to 1994. He co-authored The Frankenfood Myth with Gregory Conko. He is a strong proponent of DDT, arguing that its use should be revived in the United States to control mosquitoes.
