Henry I. Miller is a fellow at the Hoover Institution, a conservative public policy think tank in the United States. He was an official at the National Institutes of Health (NIH) and the U.S. Food and Drug Administration (FDA) from 1977 to 1994. He co-authored The Frankenfood Myth with Gregory Conko. He is a strong proponent of DDT, arguing that its use should be revived in the United States to control mosquitoes.
