the poster has said (in a round about way) that the book I ordered doesn't meet PBS standards? 

Here's what happened:  I ordered a book that has a total of five in the system, all paperbacks of the same edition.  And that edition is the only one that has copies available. 

I got a PM from the sender citing that the book has some condition issues and would I be okay with them. (I do not have any special condition criteria listed in my profile for books that I order.) 

I wrote back that as long as the book meets PBS condition standards (i.e., I can repost it in the system with out issues again if I want) then it was okay.  I was then told that "that makes sense. I hope you can find another copy of the book." 

I'm not sure how I can do that if I cancel their book is on top of the list for this title/edition. Will the same one, from the same person come up again?

They will need to cancel. I would send another PM letting them know that if their book does not meet PBS conditions it cannot be posted on the site and they need to cancel the transaction so that the book is removed from their Bookshelf, then your request will be transferred to the next person with the book available. If they do not cancel, you cannot get to the next copy of the book and you will need to contact the site to remove their unpostable copy in order to get the next copy.

The sender needs to cancel the order on their end and then they will no longer have the book listed. If they refuse to do that, you should report them.

They should do the canceling, not you. Then you will move along to the next book in line.

Yuppers, if their book does not meet PBS postability guidelines then they need to cancel the transaction (it shouldn't be listed FIFO at all).  If you had an RC the sender declined, the system would automatically offer the book to the next wisher.

If the other member does not cancel, you will have no choice but to notify TPTB.  There is no route around the unpostable book for you, and the system will eventually time out your order and you will have to start over...with exactly the same results.

They need to cancel the request so it can go to the next person.  If you cancel & re-request, it would go to them again.  Advise them it is against club rules and they need to remove their copy so that you can get a postable copy.  Explain they can always post it in the bazaar.

Did you check the request on your My Account page to make sure that it's not with the same person? If the first person has already canceled, then the new request is on your My Account page already. You will not get an email telling you that the first person canceled if there were other copies of the book available.

I checked and it hasn't been canceled yet, still the same person.  I requested this book on Thursday, the 2nd.

I've noticed if a book request is transferred to another person, the book moves to the bottom of the "Books I've Requested" list on my account page.  That seems to be the only indication that's given, at least that I've noticed.

The "Requested On" date changes. Requests are sorted by date, so that's why it moves to the bottom of the list when the date changes.

Yes, I just noticed that too.  The book is now listed at the bottom with a today as the new request date.  And of course I found another book on the new sender's shelf that I'd like.  Books are like potato chips. :)
