Sent a book, reciever says it is not the correct edition.  Picture was different which happens every once in a while, but the ISBN was the same.  Here's what they said.  "The book I received is an earlier version of this title, thus the totally different cover. The cover doesn't bother me at all it is just that the earlier version has only 64 pages (later version pictured in pbs listing has 96 pages) so, 1/3 of the content is missing."

I've refunded the credit, even though it was a system error & not mine.  But I really want to see that it doesn't happen again.  How do I report?

The Title, ISPN and book Type matched.  Receiver confirmed ISPN was correct.  However, the cover was different, & the current edition as listed on Amazon has an addition 30 some pages.

Would 2 different editions of the same book have the same ISPN?

If the publisher cut corners.  The publisher has to pay for the rights to the ISBN.

Yes, for example classics can be printed under the same ISBN for decades.  They change up the cover and prologue occassionally, but a PBS wisher can request a particular ISBN and have no idea (prior to receiving) if the book was actually printed 4 years ago or 4 months ago.  Print size and appendices can also account for differences in page numbers.

Ragarding your ISBN, as a sender you only need to match ISBN, title, author, and binding (per PBS guidelines).  Within those perameters, it's the requesters responsibility to research the book they want and possible editions thereof.

PS - Unless the requester had an RC, PBS specifically does not require the cover match when members post books FIFO.

I see no real grounds for a RWAP

Back in the 1970s, there were two publishing houses that merged.  One published romance serial novels, the other science fiction.  So both were "pulp" at that time.  The publisher left standing reused all of the ISBNs from the other publisher.  So now, we sometimes find a old romance novel with the same exact ISBN as a SF novel.  PBS basically goes by which one was listed here first.  But there are hundreds of these old reused numbers.  

Some of these pulp writers went on to be famous, so their early work is desired.  Real mess.

From what I can tell from researching ISBN 9780937282410, the publisher issued the new edition (with more pages) using the same ISBN.  Very annoying.  However there may have been a minor title change if you count the subtitle.  On other websites I'm seeing the older edition listed as

"Favorite Bible Stories Grades 3-4: Reproducible Activities"  Or "Favorite Bible Stories Grades 3-4: Cut, Color, Paste : Reproducible Activities"

As our listing stands now, you did nothing wrong posting your 64 page book to the listing, since our title is just "Favorite Bible Stories Grades 3-4".  You were not supposed to know that there was a newer edition with more pages and same basic title with the same ISBN.  It was kind of you to refund the credit, but wouldn't have been necessary.  Site rules would say that it was up to the requestor to use a requestor condition to get the edition she wanted (even though she probably wouldn't have known there were two editions out there with the same ISBN and different page counts.)

Knowing what I know now about this listing, if I were posting the book, I would put in a data edit first adding a subtitle to the listing and adjusting anything else that needed adjusting.  The edit would probably be accepted since there are currently no other copies of the book listed.  Once the revised title was showing, I would post my book.

My preference would be to keep this listing for the newer, longer edition and to have the older editions posted without an ISBN, but if it were being revised to fit the older edition, I would also submit an image of the older edition.

Patty, Thanks for that very complete answer.  I just listed 3 more books same publisher, 2 of the covers were different.  Quite honestly that's a lot of work to figure out & post them correctly.  Think I'll just take my chances, I'll try to remember to tell the requester of the different editions.

Half the time I list books, the ISBN matches, but the cover doesn't.  It's made me wonder if the very first person who posted the book had to upload a cover because one wasn't available.  I stopped uploading covers because what IS available doesn't match the cover on my book.
