Is the Ignore This Member function only linked to the forums, or if you click it does it effect other functions of the site like answering or accepting requests from this member?

it is not linked to book ordering.

there is no way to keep track (on the site) of members that you don't want to trade with. You just have to write them down and recognize them if they were to order from you, or if you are placing an order.
