All of Cecelia Ahern's novels are set in Ireland, but not all of them are romances.

I think many if not all of Maeve Binchy's books are set in Ireland, although not all are technically romances.

For historical ones, I enjoyed Michelle Willingham's set--Her Warrior King, Her Irish Warrior, The Warrior's Touch, and a prequel--Her Warrior Slave.  There are also a couple of e-books with related stories.

Dang, I wanna go to Ireland!  I know of a couple of mystery books set in Dublin.  In The Woods and The Likeness, both are by Tana French.  Not much romance in the though.

The Irish DEvil by Diane Whiteside takes place in America.  He is Irish though and I think the very beginning of the book takes place in Ireland.
