 In mid Feb I req'd book, it took a few days for poster to accept, but they marked it mailed from California on 21 FEB.  I was getting worried as we hit March since media mail has been really fast for months now--imagine my surprise yesterday when I got it and the postage sticker from the PO says mailed 2 MARCH!  I put that date in on the page where you mark book has been received and put a note to TPTB---- will that give a heads up to watch that member for late mailings from now on?  Or is there something else I need to do?

No, that's all you need to do.  If TPTB notice a pattern of late mailing, they'll contact the member.

There is also an automatic PM if the date is past a certain point.  Do not know the cut off.  But PBS sends a form letter at some point.

They will get an email that they did not mail a book on time and that they need to do so. I believe the cut-off for the email is either 2 or 4 days. I've heard members refer to them as nasty-grams so I think the emails are pretty firmly worded. If their account shows a pattern of late mailings the Team will take action against them.

No.  There is another email if you put a late mailing date in the survey box.  After the transaction is finished.
