Ultimate Blue is a secret peacekeeping organization fighting against terrorism, and Musashi #9 is their best agent -- and she happens to be a 16 year old girl.

The first volume collects a number of unconnected short stories about #9 saving various ordinary people from terrorists. The art is pretty good, though Musashi is typically expressionless and looks very much like a boy (a point that comes up in every story, becoming sort of trite). Musashi is probably the most interesting thing about the series, but only if you're into mysterious and apparently passionless characters.
