I have recieved my first book requested and the sender printed out the mailing label and affixed their own stamps which totaled .74 cents for a book of 10 oz, the PBS suggested Media mail rate is $2.72 which is what I have been using in mailing to other members was the sender in error and USPS just didn't catch it or maybe I am to new to know better,

could some stamps have come off the package in transit?

Yes Charles mentioned, postage occasionally comes off packages enroute.  Not often, but it does happen.

You could send a nice message to the sender.,,be polite (it may not be their fault), but let them know the package arrived with insufficient postage.  If it was an oversight or lost postage, all is ok.  But if it's regular practice for this member, PBS has a record to follow.
