I requested a book, and before accepting the request, the first person in line sent me a PM telling me that there was underlining and highlighting in the book (not a textbook), and making sure I still wanted it. I thanked her, told her I didn't want it, and let her know that I was pretty sure she couldn't list such a book.

Since then, another person has listed the same book, but when I go to request it, the first person comes up first (of course). Is there any way to skip over her and go to the next person with the book?

I believe the first person in the FIFO line has to decline the request, and then it will immediately be sent to the 2nd person in the FIFO line.  And you are correct--a (non-textbook) book with highlighting and writing is not postable.  I would PM the person again and ask them to kindly remove their copy from their bookshelf.  Politely include the section of the Help Center that discusses where underlining and highlighting is unacceptable.

the first person needs to remove that book from their shelf since it is not postable.  This is assuming it isn't a textbook or cookbook since those do allow some writing but you have to be told about it.

The original sender should have cancelled the order not you, then you would have been passed to the next person in line.  I would PM the person and ask them to remove the book from their shelf since it isn't postable and so you can get a copy from the next person.  If you search the help docs for what is postable you can cut and paste from there into the PM so they realize it isn't postable (of course unless it is a textbook).   If they won't take down the book from their shelf they do need to be reported using the feedback button and you can ask them to decline your order so you can pass to the next person. 

although I'm curious how they could PM you before accepting the order since once you accepted that you wanted the book, the sender doesn't have a PM option...unless they sent you a PM before you accepted the book to be sent to you (it may sound confusing but I did this once when I posted a book that I didn't realize had writing in it and it was WL and I couldn't take it off my shelf!)

Since the system will not let you order a second copy of a book until the first copy has been sent, that won't work. You need to PM the person and tell them that you don't want their book, and in order for you to be able to get the book from the next in line, they have to remove their copy. Tell them that if they do not remove it immediately so that you can continue on with your order, you will have no choice but to report them to the PBS Team for posting books that are not acceptable. If you then order the book and get her again, send in feedback to the PBS Team, using the link in the Help Center. Hopefully they will remove the book for her.

Are you sure you had two of the same ISBN? You can request two of the same title as long as the ISBNs are different.

Or you can try having a Boxer search for the book & s/he might be able to direct you to the second person's shelf so you can order directly.

You could place "no highlighting" requestor conditions on your account (under "my account" --> "settings".)  Turn them on, and request the book, and then turn them off again.  That way your conditions will only apply to that particular book.  The poster will decline your conditions and your request will continue on to the next person.

Also, is it possible that the book was used as a textbook in a class?  A literature class, for instance?  In that case, the sender may consider it to be postable.
