I want to send a bottle of wine to someone, are there any special rules I need to be aware of? Thanks

Wine is nonmailable via USPS.  I am not familiar with the policies of other carriers, but I know you can't mail it.

USPS does not allow wine to be mailed.  You can try UPS or FedEx.

I used to wrap wine in lots of bubble wrap and tuck inside a well padded box.  Haven't tried it for several years, no idea if new screening methods can spot contraband wine . . . you may wish to check other carriers.

fedex will also refuse to send liquor unless you are licensed wholesaler

used to for fedex

I have mailed a single bottle of wine via UPS in the past few months without problem.
