I have a special edition copy of a popular non-fiction book that came with a PC DVD-ROM that includes some special features and an interview with the author. Unfortunately, the DVD-ROM doesn't work, at least not in my computer. Says it is meant for Windows 2000/ME and I have Windows XP, but I doubt that is the problem - the disc won't launch at all so I'm guessing it is broken.

Does that make the book itself unpostable? It says right on the cover that it comes with the DVD. But the DVD isn't necessary to the reading of the book, so I'm not sure whether I have to include it or not.

Per the PBS Condition Guidelines, it is not postable, since the book needs to include the (working) DVD:

  • Books that require supplementary Media materials MAY be posted

    • supplementary Media materials include CD(s)/CD-ROMs/DVD(s)/VHS tape(s)
    • if the book originally included supplementary Media materials, the supplementary materials must accompany the book for the book to be postable.

If it's WL you could try to offer it in the BB without the disc and then post it directly to someone's WL.  But if the DVD version is the only WL version then most likely they really want the DVD.

The ISBN for the book in question doesn't even show that the DVD is part of the book. In fact it is the same ISBN as the non-DVD version.  The only problem is that sticker on the front cover that says that there is a DVD included.

I guess that whole "required" thing has me a little confused. The DVD is not necessary to the book, it's not like one of those computer programming guides that you need the software to practice what you are learning from the book.

I think it's a fairly good chance that that DVD does work, just not on your computer.  I'd post the book and send the DVD.

Yeah, I think it probably works too.

Sometimes things that are listed for one operating system will work fine on another ... and sometimes not. I suspect that that is your problem.

I think you should post it and then PM the person when they request it and tell them about not knowing if the DVD works or not and let them decide.
