I got a childrens paperback book today. The front cover has an inch tear at the bottom and its pretty wadded what would you do ?

Tears on the cover up to an inch are allowed, not sure what you mean by wadded.

If you think its going to be unpostable on your part, then RWAP it.

If you are going to mark it received with a problem, go through the Swappability Criteria help doc, and name the specific things that makes it unpostable.  This can include that all books are expected to be

"in good condition, and not excessively worn"
