I have posted some books on my bookshelf.  My sister is also a member of this sight and she said I should have looked and seen if any of my books were on the PBS wish list.  If they were then I should have posted them there first.  Isn't the sight all connected (meaning if I post an "in demand"  book on my shelf, wouldn't the first person on the wish list for it be contacted)?

yes.  if you posted a book that someone had on their wish list, it would be offered to them immediately, and not gone straight to your bookshelf.

Yes, if you post a book into the system that's on another member's Wish List, then they get notified that the book is available to them.  You'll see a grey circle with an exclamation point in it when you look at the book on your shelf (on the right side, I think).  If you mouse over that box, it says the book is on WL hold for someone.
