Are paper doll books allowed on here for swapping?

I am guessing you mean those books, where you can press out the little dolls and their clothes?  I would think as long as it has an ISBN and all the items where still in the book and not pressed out you could.  Not totally sure though.

This one isn't covered specifically in the Help Center.  I'm not 100% certain either, but I would agree with Pam.  As long as it has an ISBN and the book is intact and the dolls not pressed out and used, I think it would be fine.

I would think this would fall more in the catagory of coloring books.  There really isn't any "reading" in them.  But who knows?

I did a search their is a curious george paper doll set that has a several outfits with something called a gay blade..lol

There are tons of coloring books available even though they are not supposed to be posted.

The help center says stuff like coloring books are not allowed because they can't be mailed media rate. But I asked my post master one day about it, and she said that coloring books CAN be sent media rate as long as there is no advertising in them.

Originally, I agreed with what Cozi said - but then it struck me that many "Coffee-Table Books"   don't have alot of "Reading" in them either, and they get swapped around here alot. 

But with paper dolls - Personally, unless they're VERY special and/or  VERY old - I would equate them with coloring books.  No matter if the dolls, clothing, etc., are intact or not.  Where do TPTB stand in this matter?

It might depend on the paper doll book.  I have received some Vintage Clothing paper doll books from here that are more collectibles than paper dolls a child would play with.  They also have information on the clothing, so there is reading material in them.
