During a murder investigation, former St Paul Detective Holland Taylor follows a trail that leads via government offices to the headquarter of gubernatorial candidate Carol "CC" Monroe. CC has risen swiftly, helped by the apparent hit-and-run death of her opponent. But she has a secret. A former lover with a compromising video tape is out to blackmail her.
