if you receive a book that is not up to the PBS standards you mark it RWP.  However, there is no place for any person to see the history of that sender and if many of their books are good or bad shipments

You can see your own books that are rec'd or sent that have been marked Rec'd With a Problem by going to your Transaction Archive (a link on your main account page) if you've had any, either way, they will be marked with an X.
