I have a book with a small area on the spine and back cover missing the top layer.  It looks as if a sticker was removed and it took the layer off with it.

There is no hole or rip. 

Is this postable?

I couldn't locate any information about this issue.

Most of us consider cover peal to be postable. Some people consider it a cover tear. Is the part missing less than 1" square? If it is then you are fine no matter what, the rules allow 1square inch of the cover to be missing and a tear as long as it is less than 1". If the area affected is more than 1" square you could risk a RWAP.

I agree with Melanie.  I personally think of the cover being the entire covering (the colored top part as well as the plain cardstock underneath.  While I don't LIKE it when part of the picture is peeled off, as long as the underneath cardstock is there, it technically has it's cover, just not the art.  So, I'd say it's postable.

Another vote for "postable." I sometimes receive paperbacks that have minor cover damage from someone peeling off a price sticker, and it doesn't phase me a bit.

I would probably post it, but PM the person that requested it before printing the label.  Although . . . I'm not sure how that works if they say they don't want and you then cancel it, if you lose your FIFO position?  Or if it is wishlisted then they lose their FIFO position?  I wish you could see the person's name that request it before you accept it!
