Before I put the book I just finished reading in the bag to be donted to the local thrift store, I want to make sure it is indeed not postable. This book is in very good condition with one exception -- the cover is torn away about half an inch from the book at the bottom front cover. I'm confused as to whether this is covered in PBS's posting guidelines that talk about a book's cover and says  "a small rip (less than 1 inch) in the cover is OKAY" or the section that talks about bindings that says the binding "must be intact, with no separation on the inside or outside of the book."

Can anyone offer any advice?

It is postable, it falls under the "rip in the cover" rule.

The binding rule refers to cracks or splits in the actual spine of the book.

It is postable, but I would advice neatly taping it so it stays that way.

It sounds postable but I'd consider repairing it so it doesn't get worse as it works it's way through the postal system.
