A health/wellness book has a section with recipes, and a few of those pages have small food stains. It's not technically a cookbook, so what should be done?

If it was wishlisted, I'd post it and use the cookbook exemption - the receiver needs to agree before you send it.  I'd say that because it is a book with recipes it is a cookbook - spirit of the rule and all that.

If it isn't wishlisted, I'd decide it was too much trouble to post and donate it to the FOL sale.

I would consider a book with recipes a cookbook and post it under that exception. You will need to get approval from the receiver so its not like they would get it by surprise.
