I was in the process of filling out the survey when I noticed that the book I just received doesn't appear to have any postage on it. I don't know how on earth that was missed, but I've already opened it and am halfway through marking it received. Do I need to do anything about this? Should I mention it to the sender? I'm already in the process of writing to her about why newsprint is not a suitable shipping material.

It probably fell off. No, you don't need to do anything. It does happen occasionally.

Newsprint? (Yes, please tell her...)

That's entirely possible I suppose, considdering it's quite beat up. I won't mention it then, just the newsprint issue. I'm just glad that it didn't come postage due, and that the ladies at my PO put an extra piece of tape over the postage to make sure it doesn't come off! Edit to say: not stamps, but the metered postage label (Do not tape over stamps!!).

Yeah, some of the ladies at my post office will smooth the label with their finger after they put it on ... some of them just kind of stick it on, and not very firmly at that .... I'm always thinking that some day I'm going to have a problem with falling off postage. Not so far, though ...

I would mention it to them. Good for them to know that there wasn't any.  I had one the showed up that way and the person swore they used PBS postage and went to investigate why they got charged for postage and there wasn't any PBS postage on the label.

When that happens to me, I tell the sender and make a note of it on the survey.

I had to educate my postal workers that I had not put postage on my package when I first started bringing in books with only the PBS label.  Somehow, those postage instructions in the little stamp-like box threw them off.  I've had it happen with several different clerks.
