Is it true that you can no longer file a lost or stolen mail claim to have a package tracked down, if the package was not either insured or express? I've got a priority package out there that was mailed on 10/15 and the delivery confirmation number hasn't moved from the point of sale post office yet! But the form I used to file in the past for lost or stolen mail seems to have disappeared from the USPS web site.

Edited to add: I'm not interested in getting money back on the package - I just want them to track it down and get it moving again!

So I filed a claim on the package 2 weeks ago now. Haven't heard anything back. Are they supposed to get back in touch with me, or will I simply get either the package or else a little note saying they can't find it, in my mailbox one of these days?

If they find it you will hear from them if they don't you won't.

You can also file a report at 1-800-ask-usps they compile all missing package reports together, and that is how they catch the thieves and put them behind bars where they belong. The PS1510 form you use to use is now obsolete. The delivery confirmation is only scanned when you mail it and then when it gets delivered, if it is still stuck to the package, sometimes they end up sticking to the bottom of a different package, and never gets scanned.

Well they have now closed my case. The woman I talked to said they can't find the package, most likely the address label got torn off, and there is nothing they can do about it except forward my contents listing to the lost mail office and hope that at some future date it shows up there and they can match it to my claim based on the contents list.
