Just received a book that should have had $2.47 postage on it.  It hadn't been postmarked or cancelled, and it appears that it had lost a stamp or two in transit as the remaining stamps, 98, 29, 10 and 2 cents only totalled to $1.39.  Stamps had been applied on top of packing tape.

I'm glad it didn't come postage due.

It's amazing sometimes what slips through, or happens in the mail.

Couple weeks ago I received a book with absolutely no postage on it.  I mentioned it to the sender when logged the book in, kinda wondering if it had stamps or a meter strip that had been rubbed off enroute.  But I was informed the sender uses printable postage, so one slipped through...oopsie.

And it's interesting that both PBS and the PO say NOT to put stamps over packing tape--I'm sure it's just for that reason!

I've gotten several book pkgs lately with all the postage paid in stamps and many of them were NOT cancelled.

They want the stamps on the outside so they can be cancelled, but of course "slipping though" is common.  Postal employees are also taught to look for signs that additional stamps were applied and came off in transit, which is why it didn't come due.

True Jeanne, I'd say at least half of the packages I receive with stamps are not cancelled.  I discard them quickly so DH isn't tempted to re-use them.

Actually (maybe I'm wrong) I think it says not to put tape on top of stamps, not the other way around? I try not to put too much tape where the stamps will go, so they can stick at least partially on the actual envelope or box, and not on tape. Cancelling onto tape is difficult-it smears.
