If I am printing online postage (be it pbs, paypal, USPS, ot whatever) if my package weighs..for eg 4.5 oz, do I type in that it weighs 4oz or 5oz? I have always played it safe and rounded up, but, just wondering if I am overpaying (even thought it is just a minimal amount).

You need to round up to the next full ounce for first class mail. Media mail goes by the pound  so a 16.2 packages goes as two pounds.

If you use PBS postage it will round it up automatically. Paypal postage only allows you to enter a whole number.
