I have a question regarding RCs.  PBS states hardcovers do not need to have dust jackets to be posted.  I received a request for that has an RC the states they will not accept hardcovers without a dust jacket.  It doesn't really matter since the book is a paperback, but is this a legitimate RC?

That is exactly what an RC is for - asking for something above the requirements of PBS.

Perfect use for an RC and you can turn down any of them you want for what ever reason or no reason at all!

Both legitimate, and very common. A member has a right to ask for anything they like above and beyond the basic posting guidelines in their RC, and a member has a right to accept or decline any RC at their discretion.

And yes you can accept it if your book is a paperback.  It just applies when they request a hardcover.

Yes.  A person can put any restrictions that they want in an RC.  You also have the right to turn any of them down.

The member's RC does not pertain to your paperback, so you should sent it.

Hardcovers with the dust jacket is probably if not the most common, is right up there in the top 2 or 3.  I'd say no smoking smells is really common as well.
