But, Kettl says, the movement has missed the most important trend: the transformation of the federal government from direct delivery of services to the indirect management of others, from state and local government grantees to private contractors, who do most of the work instead. This transformation has created a host of "fuzzy boundaries," Kettl concludes, that the federal government must learn to manage if government performance is truly to improve. Donald F. Kettl, director of the Center for Public Management at the Brookings Institution, is director of the La Follette Institute of Public Affairs, University of Wisconsin-Madison, and former associate professor of government and foreign affairs at the University of Virginia.
