First thing to do is go to your Money registry and make sure you were really charged for the postage. Click Money at the top of any page to view the registry, and check the last few transactions. If you weren't charged, then proceed normally and you'll be charged the next time.
If you did pay for the wrapper, then go ahead and click the Print Wrapper button on your transaction again. When you see the wrapper settings page, scroll down and look for this message in a red box "You have previously purchased Postage and Quick Credit for this request. You will NOT be charged again for this request." If you see that, you're fine, you can generate and print the wrapper from that page without being charged.
If you don't see the message, then you have two choices. If there's enough PBS Money in your account, you could go ahead and print the wrapper again and then ask PBS to refund it by sending them a feedback message; or you could send them a feedback message first and risk the transaction timing out.
