What do I do in the case that a book was delivered but because of the receiver's location, the PO is giving it to them in person and not just leaving it in their mailbox and the PO gave them 15 days to pick it up at the PO but they never did and the book was returned back to me. Do I have to pay another shipping fee to re-ship the book again to the person?

First, go read the Help Doc "A book I sent was returned to me!", which is in the Help Center.

Next thing to do is send a PM to the other member and ask what happened. If they did not get the notice from the Post Office, then take the book back to your Post Office and explain what happened. Ask them to send it "under cover" back to the recipient's Post Office so it can be redelivered. There is no charge for this as long as you didn't open the package.

If the other member made a mistake (wrong address, ignored the pickup notice, etc), then he or she has to give you an extra credit or postage if you resend the book. If you don't want to resend the book, then you can unwrap it and repost it.

In this case I would use the "contact us" button at the bottom of this page to contact PBS and explain the situation. You should not have to pay yet again to mail it to the person, especially since it would probably be a replay of the situation you are in now.
