ETA: I note the auto-reply indicating they'd received the feedback came from the PBS Librarian, not 'root user'.

Here's the reply to my feedback query:
Thanks for writing in. One of our developers was optimizing the email server, and left out the "name" of the email sender on the new setup. So a few emails went out with the default "Root User." It's been fixed.
