I received a book today that had some minor problems. It has a small stain on the inside cover, a small stain on the top of the pages, and 2 pages with small tears. Should this be marked a rwap? And is it unpostable, or since its very small problem can I post and message the requester?

sounds like both RWAP and Unpostable.  NO stains allowed means just that...no stains!

Yes, the stains make it unpostable.

It is a RWAP and no, you should not post it and message the sender. Small or big problems, doesn't matter, if it is unpostable at all, it should not be posted into the system. You can offer books like that in the Book Bazaar and arrange a swap outside of the system, but at no point should the book be entered into the PBS system.

I would ask what is meant by "small stain".  If I got a book with a 1/8" coffee spot on the page edges, I would not think that was a RWAP.  If it was a 2" coffee spot on the cover, I would.  Is foxing considered a stain?

The same with "small tears": are we talking about 1/8" tear near the binding, or 2" at the edge?

It doesn't matter about the stain.  Postability guidelines state "no staining" (unless it's a cookbook).  Therefore, if it has that...it's unpostable and should be RWAP.  Foxing is not considered a stain as it is due to issues with the paper itself and not caused by someone spilling something on it.

As for the tears, yes it would matter how big they are to determine if it was unpostable or not.
